University awarded $15M in engineering campus competition

The city will provide $15 million in funding for a new data sciences institute, Mayor Michael Bloomberg announced on campus Monday morning. While the proposal has undergone significant revisions since it was initially put forth in October?downsized from 1.1 million square feet to 44,000, and restricted to existing buildings and not new ones?the city's support is still critical.

By hiring 75 new faculty members over the next 15 years, the Institute for Data Sciences and Engineering will give the School of Engineering and Applied Science "a faculty that matches in size as well as quality the faculties of other top engineering schools," Bloomberg said.

The institute will be constructed in existing buildings on the Morningside Heights and Medical Center campuses?and not on Columbia's Manhattanville campus, as first proposed.

Columbia developed the data sciences institute as its entry in the city's Applied Science NYC competition, submitting plans in October to build a 1.1 million-square-foot, three-building complex on its Manhattanville campus.

While the institute will maintain its focus on five areas of research?smart cities, new media, health analytics, financial analytics, and cybersecurity?it is now slated to occupy space in existing campus buildings. Columbia will provide $80 million for the project, which will use more than 44,000 square feet in the Seeley W. Mudd Building and the Northwest Corner Building in its first phase.

The second phase allows for the potential expansion into the Audubon building on Columbia's medical campus in Washington Heights. Notably, the proposal does not specifically designate any space in Manhattanville for the institute. University President Lee Bollinger said, "We have designated a number of sites in Phase I ... one of which, one site, I have designated for the School of Engineering and Applied Science that can and probably will incorporate the work that's done in the Data Sciences institute, but other parts of SEAS as well."

Bloomberg estimated that the development will generate $3.9 billion in economic activity over the next 30 years, creating more than 4,200 permanent jobs and nearly 300 construction jobs. Of the 170 companies expected to spin off as a result of the research conducted in the institute, about 100 will be start-ups, Bloomberg said.

Interim Dean Donald Goldfarb called the creation of the institute "probably the most exciting moment in the engineering school's 150-year history."

Bloomberg announced in December that Cornell University had won the competition. But even though the partnership between Cornell and Technion?Israel Institute of Technology won the entirety of the city's $100 million grant, the city continued negotiating with Columbia and other finalists about ways to fund their proposed campuses and announced a $15 million grant to NYU's proposed urban sciences center in downtown Brooklyn in April. In February, 21 City Council members sent Bloomberg a letter urging him to provide engineering campus funding to Columbia and City College.

SEAS Interim Dean Donald Goldfarb said in a July 12 email to students that the school had been "waiting for several weeks now" for the city to announce the funding.

Computer science professor Kathleen McKeown will be the institute's director and that civil engineering professor Patricia Culligan will be its associate director.

Lucknow: A Mayawati government decision not to refund bank guarantee and stamp duty paid by project developers in Uttar Pradesh even if the government failed to acquire the land promised for them has been tweaked by new chief minister Akhilesh Yadav.

Accordingly, the state government has decided to return the Rs 1,220 crore bank guarantee paid by the Anil Dhirubhai Ambani Group in 2006 for a special economic zone at Noida, which was later scrapped by the Mayawati government. The UP government has also asked the Noida district magistrate to withdraw a demand for Rs 1,000 crore stamp duty as the government could not provide the promised 2,500 acres.

State infrastructure and industrial development commissioner Anil Kumar Gupta said that that the Cabinet?s decision to refund stamp duty charges was applicable to all such cases where land could not be transferred to developers and where they were ready to forgo all claims on the land.

Drew Goddard Talks World War Z, Cabin in the Woods, and More

One of my favorite movies of 2012 is?director/co-writer?Drew Goddard?and?producer/co-writer?Joss Whedon?s?The Cabin in the Woods.? In fact, it?s also one of the best ?horror? movies I?ve ever seen.? Without spoiling anything, let?s just say the film turns ?horror? on its head, and I loved every second of it.? Make every effort to see this film!

Shortly after winning the Filmmakers Showcase Award at this year?s Saturn Awards, I was able to speak with Goddard backstage.? We talked about the success of Cabin in the Woods, whether it has led to a lot more meetings, his love of Daredevil (specifically Frank Miller?s run), if he?s interested in writing a superhero property, and he reveals that he?s currently writing his next screenplay.? In addition, with Goddard supposedly re-writing the end of the Brad Pitt-fronted zombie pic World War Z, I asked how he got involved in the project and what exactly he?s been working on for the production.? ?I think a lot of that got blown out of proportion.? It really was like, they asked me to come look at the movie and give ideas on how to help, and that?s what happened.? That happens all the time, I don?t know why this got blown up with?World War Z?and it suddenly became a big thing.? It?s the sort of thing that happens with screenwriters all the time where you give your ideas on what could help, you write some scenes for people? I feel bad for the sort of magnifying glass that that movie?s under because this is just a normal part of the process, this is just what happens? My involvement was just watch the movie, give some ideas, write some scenes that might help, ADR, just sort of fill in stuff, which is what I did.?

But before getting to the interview, if anyone at 20th Century Fox is reading this, you should really take a meeting with Goddard about Daredevil!? He clearly loves the material and he?s proven himself behind the camera.? Let him take a crack at the character.

Understand the role of White Balance in Digital Cameras











White balance is central to photography. It is the way in which the camera captures colors as they are. In theory when you white balance a picture, you essentially ensure that the white in real looks as white in the picture too. What this does is that it enables the digital cameras sensors to interpret other colors correctly. However this is easier said than done. There are various shades of white, some cooler (which render a bluer tint) and others warmer (which render a yellowish tint) that can confuse the camera and you may end up capturing altered colors.

To counter this, modern digital cameras come loaded with White Balance presets most noteworthy of which is the Auto White Balance mode. It is also by far the most commonly used White Balance preset by default. Auto White Balance in digital cameras tries to average out the color temperatures and thus capture an average color picture. This may or may not be to your liking.

So what does one do?

The answer lies in the plethora of other white balance presets such as Cloudy, Shade, Florescent et al. These presets work in an interesting way. While they stand for a certain condition like Shade or Cloudy, they work differently. They try to average out such conditions e.g a Cloudy preset tries to compensate for the bluish tones present in shade and bring in more of warm tone in the picture. A cloudy does the same. Florescent, on the other hand, does the opposite.

The most powerful preset of all is the Custom White Balance preset. It is the most difficult to master as well. To use this preset, you need to select a white or a grey spot in the picture that define the perfect grey and use that as a reference for rest of the colors. Once chosen, the same custom white balance can be used across different images, given that the lighting conditions are the same.

In short, one should remember that role of white balance is to capture colors as the eye sees it. By dialing through the various modes and presets, you can learn what preset suits the conditions and leverage that to capture crisp pictures.

Golan Druse start to turn against Syria's Assad

BUKATA, Golan Heights (AP) ? The raging civil war just across the cease-fire line in Syria is posing an uncomfortable political choice for the Druse people in the Israeli-annexed Golan Heights.

Do they maintain their traditional loyalty to the government of Bashar Assad, whose family has vowed to take back the territory? Or should they support the burgeoning Arab revolt against Assad's harsh rule?

In the shifting sands of the Middle East, the Druse again find themselves a people caught in the middle.

In Druse villages close enough to hear the fighting, families and friends are divided between backers of the revolt and supporters of the regime. A Druse doctor predicted his people would demand Assad's downfall, while a butcher in a nearby town denounced the Syrian uprising as a foreign conspiracy.

Israel captured the Golan from Syria in the 1967 Mideast war. In 1981 it annexed the strategic plateau, 65 kilometers (40 miles) long and 20 kilometers (12 miles) wide, because militarily, it commands Israel's north. The international community has not recognized the Israeli annexation. In negotiations, Israel has offered to exchange the territory for full peace, but talks broke down a decade ago over exact borders and other issues.

The Druse residents of the Golan Heights were offered Israeli citizenship, but only a few accepted. Many assumed that someday the territory would revert to Syria, by peace or by war, and those who identified with Israel might be treated as traitors.

The Druse ? there are 20,000 in the Golan Heights ? follow a secretive offshoot of Islam whose adherents live primarily in Syria, Israel, Lebanon and Jordan. Over the centuries, they have tried to keep to themselves, offering allegiance to whoever was in control of their territory.

The four main Golan Druse villages are near the cease-fire line with Syria. In the early weeks of the uprising against Assad last year, Golan's Druse staunchly lined up behind him. Now new voices are being heard.

"Most of the people here cannot distinguish between Assad and their homeland. They are looking to him as the face of the homeland and waiting for him to liberate us from the (Israeli) occupation," said Ali Abu Awad, a doctor in the village of Bukata. "But these days, when they can see what Assad is doing there, the big lie has started to fall. I think they will demand the fall of Assad."

Over the past week, he said most people in Bukata have climbed nearby hills to watch the fighting nearby.

"It's a different feeling to see with your eyes. You feel very useless, very empty, to see this army demolishing the civilian population," Abu Awad said.

In nearby Majdal Shams, Assad supporters spoke out.

Hasan Fakhr Deen, a butcher, called the Syria conflict "a conspiracy of outside states."

He insisted that Syrians remained united and felt the nearby shelling and smoke across the border were legitimate attacks against "people who want to change the regime in Syria."

Besides its strategic importance, the Golan Heights are also a major source of water and recreation. Israelis flock there for hikes, an Israeli winery and the country's only ski resort.

The Druse are a part of that landscape, and Israeli tourists as well as soldiers frequent their restaurants.

Still, the Druse stay in touch with their Syria relatives and are sometimes allowed to cross over for weddings, university studies and religious pilgrimages. Golan-grown apples are also annually transferred over land to Syria to help Druse farmers market their crop.

The bloody crackdown in Syria has led the Golan Druse to begin speaking more freely.

Mahmoud Amasha, a Bukata apple farmer and insurance agent, said he was "convinced that the number of people opposing this regime grows every day."

But he said divisions over Assad's popularity in Bukata have "cast a shadow over the people in this town."

Syria's Sunni majority makes up the backbone of the opposition, and minorities such as the Druse and Christians fear they will be marginalized ? or even targeted ? if Sunnis take over.

Assad and the ruling elite also belong to a minority sect, the Alawites, a Shiite offshoot. Assad's regime always pushed a secular ideology, which was seen as giving minorities a measure of protection.

Residents say demonstrations break out every few weeks, some in favor of the regime and some against. The divisions have even pitted family against family and friend against friend.

Three teenage girls walking through Bukata's central square held differing views, with two supporting Assad and one opposing him.

Ruba Amasha, 17, said the three have remained friends, but that is not always the case.

"For instance, a pro-Assad person will say 'hi' to a friend on the street, and if the other person's against (Assad), they'll just keep walking," she said.

Alaa Alwely, a driver, said the Syrian civil war would likely delay any chance of the Golan returning to Syria. Given what was happening across the border, he said he was fine with that.

"I've lived a respectful life here," he said. "I was born under occupation. I'm not sure if Syrian rule would be better or not."

(AP) ? Mitt Romney struggled Friday to stem political fallout at home after insulting Britain's handling of the London Games. The stumble at least briefly pitted the Republican presidential candidate against America's strongest ally while limiting his ability to capitalize on more troubling U.S. economic news.

At the same time, President Barack Obama used his office to try to take advantage of the Republican's missteps abroad, praising Britain for its Olympics preparations one day and sending money to Israel the next ? just as Romney prepared to visit that nation.

The confluence of events ? just as the world focused on London's opening ceremonies ? confounded Republicans and tickled Democrats. People in both parties wondered aloud how the former Massachusetts governor could have complicated the opening leg of a three-nation tour carefully crafted to highlight his diplomatic strengths and personal Olympic experience.

"You have to shake your head," GOP strategist Karl Rove said Friday on Fox News.

It was unclear just how much damage Romney, who had hoped to burnish his limited foreign policy credentials, did with an American electorate that hasn't fully tuned into the race. But he certainly stoked talk in political circles in Washington, if not elsewhere, of political tone-deafness, and he raised questions about his readiness to stand on the world stage.

He was certain to draw more attention Friday night when he attended the opening ceremonies.

Publicly at least, Romney's campaign shrugged it all off as having little impact on American voters and moved aggressively to change the subject. His aides hastily organized a conference call with reporters to discuss his schedule in Jerusalem and preview a speech there two days away.

British press reports laced with lingering resentment targeting Romney's initial comment ? that problems with Olympic preparations were "disconcerting" ? made it difficult for him to turn the page.

A day after London Mayor Boris Johnson assailed Romney by name in a rally before tens of thousands, Britain's Culture Secretary Jeremy Hunt, the cabinet minister in charge of the Olympics, lashed out at him.

"When we have the opening ceremony tonight and we tell the world that eight of the world's top 10 sports were either invented or codified in Britain ? and only two in America ? I hope Mr. Romney is watching," he said Friday.

Seeking to quiet the uproar in its second full day, Romney declared on NBC: "It looks to me like London is ready." He also observed, "It is hard to put on the games in a major metropolitan area." Asked about the stir, he said, "I'm absolutely convinced that the people here are ready for the games, and in just a few moments, all the things the politicians say will be swept away" by excitement over the competition.

Romney's trip comes just over 100 days before an election that is expected to be close and, for now at least, is dominated by the economy's sluggish recovery.

Underscoring it, the Commerce Department released new numbers Friday showing that the U.S. economic growth slowed to an annual rate of 1.5 percent from April through June, as Americans cut back on spending.

But, because he was overseas, Romney was in no position to try to leverage the latest figures for political gain. He's spent his entire campaign doing that to press his argument that Obama has had long enough to spark the economy and has failed.

Romney was keeping to his promise not to criticize Obama directly while on foreign soil. Instead, he dispatched a series of allies to lambaste the president.

"Despite a string of bad economic reports, President Obama refuses to change course," said Ohio Sen. Rob Portman, a potential Romney running mate.

As Romney was dealing with the Olympics slip, the White House on Thursday emphasized that Obama was on Britain's side, a suggestion that Romney was not.

Said press secretary Jay Carney: "In keeping with our special relationship, the president also made it clear that he has the utmost confidence in our close friend and ally, the United Kingdom, as they finalize preparations to host the London Olympics."

By Friday, Obama, himself, sought to upstage his Republican opponent.

One day before Romney's visit to Israel, Obama signed legislation increasing military and civilian ties between the U.S. and Israel. And he authorized the release of an additional $70 million in military aid for Israel, a previously announced move that appeared timed to Romney's trip.

While Obama sometimes signs bills in private, the White House invited reporters and photographers into the Oval Office ? and made sure the cameras captured both the signing and the president flanked by Jewish-American leaders.

Obama never mentioned Romney or the election in his brief remarks. But he did use the opportunity to trumpet what he called his administration's "unshakable commitment to Israel." He added: "I have made it a top priority for my administration to deepen cooperation with Israel across a whole spectrum of security issues ? intelligence, military, technology."

The new money is aimed at helping Israel expand production of a short-range rocket defense system, called Iron Drone, that can block fire from nearby Gaza and other places.

Obama's move underscored the advantages that come with running as an incumbent: He has the power to authorize tangible assistance to Israel, while Romney can only make promises.

Obama made his own minor slip during the signing, first saying he was authorizing $70 million, then changing the sum to $70 billion even though the lower figure was correct.

Seeking to counter Romney's appearance at the Games, Obama's campaign also rolled out a television advertisement for American audiences during the opening ceremonies featuring the president promoting his middle-class economic agenda. It was a way for Obama to guarantee himself a presence during the event that Romney was attending. First Lady Michelle Obama is attending Olympic events in London.

Romney, for his part, is to leave London on Saturday. His efforts to highlight his leadership during the 2002 Olympic Games in Salt Lake City were lost.

Even as he sought to strike a cautious stance Friday, Romney raised eyebrows anew when he referred to looking out of the "back side" of 10 Downing Street, Cameron's residence, to see the beach volleyball stadium. The term "back side" is the common local term for derriere.

The Dish on Pasta: Maligned Food Actually a Healthy Carb

Pasta has been unjustly vilified in recent years as a leading culprit in the rise of obesity around the globe. It has been attacked as a (gasp!) carbohydrate, a food type many health experts say we should avoid.

The obvious problem with this assessment is that pasta is a traditional food that predates the emergence of the obesity and diabetes pandemics. And in Italy ? pasta central, where pasta is eaten on average at least once a day ? the denizens benefit from one of the lowest rates of obesity in Europe, if not the world.

The truth is, pasta is and has long been a healthy carbohydrate and a central component of the Mediterranean diet, broadly considered one of the best lifestyle diets for maintaining a healthy weight.

How did pasta get such a bad rap? The primary reason is a simple misconception ? that pasta is akin to bread made from wheat. In fact, pasta is made from durum, a wholly different species from bread wheat in that it contains a third fewer chromosomes. Durum is an older species and a hybrid of wild grasses; modern bread wheat is more domesticated.

The second reason why pasta gets criticized is what we tend to do to it: over-process it and top it with salty and fatty goo. This is what has turned inherently healthy pasta into something far less desirable. [10 Bad Things That Are Good for You]

Back to basics

The history of pasta is as long and tangled as poorly cooked linguine. The general consensus is that something like pasta made from semolina, the flour of durum, was eaten throughout the Mediterranean region as early as Roman times.

Pasta as an Italian staple likely developed in the 12th century. Soon after, in the Naples region, the locals developed a way to mass-produce dried pasta, which allowed for long-term storage and indeed helped to enable extended sea voyages.

Pasta has changed little over the last 800 years. In Italy, it was traditionally the food of peasants, which meant just about everyone. Before the introduction of tomatoes from the New World, pasta was served with olive oil, garlic or local vegetables.

Low on glycemic index

What makes pasta healthy is the fact that it has a low glycemic index (GI) ? a modern concept of how fast glucose, a sugar from carbohydrates, is absorbed into the bloodstream. The GI runs from zero to 100, and foods with a higher index number tend to spike the blood with sugar. This taxes the organs ? in particular, the pancreas ? and can lead to diabetes and obesity.

Pasta is remarkably low on the glycemic index. Pasta is around 25 to 45, depending on the type. That's in the range of many fruits and (non-potato) vegetables. Most pasta is in the "low glycemic index" category for the South Beach Diet. That is, pasta is an encouraged food in the South Beach diet, not because it is low-carb, but rather because it is a good carb.

Compare this with two staples of the American diet: white bread, with a GI of about 75; and potatoes, with a GI of about 80. (Mashed potatoes come in at 90.) Did you have corn flakes from breakfast? They have a GI of 80, as do many breakfast cereals.

There are several reasons for pasta's low GI rank, according to Francesco Pant?, director of product development at the Barilla Group in Parma, Italy. Semolina flour comprises large, crystal-like yellow particles. Its naturally strong gluten content prevents starch from leaching out quickly, and this in turn leads to slower digestion, slower release of sugar into the blood, and a greater feeling of satiation, Pant? told LiveScience.

Also, the extrusion process ? in which the unleavened semolina dough is pushed through a die to give pasta its shape ? additionally creates "very compact structure, which makes the carb slowly available [in the body], hence determining a slow energy release," Pant? said.

Whole-grain semolina pasta, a recent trend, does not necessarily have a lower GI, Pant? said. Rather, the whole grain adds micronutrients lost in the milling process, which can be important but is outside of the discussion of weight gain. [8 Reasons Our Waistlines Are Expanding]

The good, the bad, the mushy

Researchers continue to confirm the healthful benefits of keeping pasta central to a diet. Pregnant women in the Netherlands who ate a pasta-centric Mediterranean diet gave birth to healthier and higher-weight babies compared with women who ate more meat and potatoes, as reported in February this year in the British Journal of Nutrition.

Researchers in United States found that eating salad with pasta combined to produce a feeling of fullness with fewer calories. Those results were published in February in the journal Appetite. And in the journal Critical Reviews in Food Science and Nutrition in January, researchers in India suggested that bringing more pasta to their country, supplemented with iron and other nutrients, could combat nutritional diseases and undernourishment.

Similarly, multiple recent studies reaffirm that a low-glycemic-load Mediterranean diet leads to healthier blood sugar and cholesterol profiles and lower weight.

If Italy has an obesity problem, it is with its children. The rate of child obesity there mirrors the United States, with about one-third of children overweight. Studies find the reason to be a departure of the traditional diet ? with more meat and ultra-processed foods, such as fast food and prepared foods ? and a lack of exercise.

When in Rome...

Pasta, Pant? said, should be cooked al dente, or slightly firm. Anything longer slightly raises the GI. Pasta becomes unhealthy when it is overly processed, such as the mushy stuff in a can, or when it is topped excessively with fatty meats and cheeses.

And pasta should be consumed, as with everything, in moderation, a concept sometimes lost on Americans. Italian portions, although daily, tend to be smaller than American portions. Thus, the Mediterranean diet does make room for those meats and cheeses.

As journalist and social critic H.L. Mencken wrote, "For every complex problem there is an answer that is clear, simple, and wrong." Avoiding all carbohydrates such as pasta just because they are carbohydrates seems to fit this notion.

Sony LT30p 'Mint' leaks ahead of expected IFA launch

Like it did last year with phones like the Xperia Arc S and Ray, Sony Mobile is expected to launch a second wave of smartphones for the second half of 2012, most likely starting with an announcement at the IFA show next month in Berlin. This year, one of the like candidates for Sony's second-half flagship is the as yet unnamed LT30p or "Mint," to give it its codename. We've seen plenty of info on this device leak out already over the past few months (including a trip to the Bluetooth SIG which revealed its specs in full), but now we have the first leaked photos of the phone itself, thanks to an unofficial preview over on ?Mobile-Review.

The site's pics reveal a phone closely resembling a flattened Xperia GX. In fact, this has to be one of the most unassuming designs we've seen from Sony in some time. It's basically a large black slab with a soft touch rear panel and a slight "chin" to the front, similar to the Xperia Sola. Android purists, however, will be pleased to see the inclusion of on-screen buttons rather than capacitive or physical keys. Other notables include a non-removable battery, a microSD card slot for expandable storage, and the inclusion of Sony's WhiteMagic tech for improved daylight visibility.

The unauthorized preview also yields a full spec list, which almost exactly matches what's been previously rumored -- a Snapdragon S4 dual-core CPU inside, a 720p display, 13MP camera and Android 4.0 Ice Cream Sandwich. However, it's claimed that the "Mint" will feature a 4.3-inch screen, compared to the Xperia GX's 4.6-incher. Based on this -- and the slightly less ambitious design -- we'd place the Mint slightly below the expected LT29i Hayabusa in Sony's H2 2012 line-up. That phone's expected to launch with similar internals, only with a 4.6-inch display and a more curvaceous design, similar to last year's Xperia Arc.

For the moment, though, this is speculation. We'll know for certain when Sony shows off its new stuff at IFA in Berlin on Aug. 29.

Earnings Preview: Merck & Co.

TRENTON, N.J. (AP) ? Merck & Co., a Dow component, reports its second-quarter earnings before the stock market opens Friday. The drugmaker will stress that it has six experimental drugs wrapping up testing and other efforts under way to boost revenue and profit as it braces for competition from generics.

WHAT TO WATCH FOR: CEO Kenneth Frazier will give a detailed update on Merck's strong pipeline of experimental drugs, which is crucial as generic competition looms for top seller Singulair, a pill for asthma and allergies.

Merck, the world's third-biggest drugmaker by revenue, now expects to apply for regulatory approval to sell six major new products between now and the end of 2013. That's up from the five expected just a few months ago, thanks to Merck's acquisition during the quarter of cancer drug developer Endocyte Inc.

Later this year Merck will apply for approval of suvorexant, a new type of insomnia drug with minimal morning grogginess. The other experimental medicines include osteoporosis drug odanacatib, cholesterol drug Tredaptive, ovarian and non-small cell lung cancer drug vintafolide, a drug to reverse the effects of anesthesia called Bridion and an improved version of Gardasil, Merck's blockbuster vaccine against cervical and other sexually transmitted cancers caused by human papilloma virus.

Frazier is sure to note that earlier this month the company decided to end a late-stage clinical trial of odanacatib because there was clear evidence that it reduced the risk of bone fractures in post-menopausal women with osteoporosis.

Merck's research program hit one big bump in June, though, when the Food and Drug Administration refused to approve ridaforolimus unless Merck conducts further testing. The drug is meant to suppress sarcoma ? a group of rare cancers occurring outside the body's organs ?in the bones and tissue of patients whose cancer is in remission. Analysts likely will ask Merck what its next move will be for the drug.

Analysts also may ask about the status of anacetrapib, a cholesterol drug in late-stage testing in the class called CETP inhibitors. That's because rival Roche Group had a drug in the same category, dalcetrapib, that failed in testing. A similar drug Pfizer Inc. was developing, torcetrapib, was scrapped five years ago due to safety problems. The class of drugs was seen as promising replacements to cholesterol blockbusters such as Lipitor and Zocor that now have generic competition.

Analysts may ask for updates on an Alzheimer's disease drug, MK-8931, in early patient testing. Interest in that field jumped after Pfizer Inc. said Monday that an Alzheimer's drug it's developing with Johnson & Johnson failed in one of four late-stage patient studies, although the other studies will continue.

Merck executives likely will discuss early sales trends for some recently approved drugs. Those are glaucoma treatment Zioptan, hepatitis C drug Victrelis and Janumet XR, an extended-release version of the combination Type 2 diabetes pill that's part of it blockbuster diabetes drug franchise.

Executives may also talk about an expected rebound in sales of Merck's shingles vaccines Zostavax. The company has finally resolved a five-year struggle over manufacturing problems and recently resumed running consumer ads for the shot. It prevents a painful condition caused by the chickenpox virus that many people have harbored since childhood.

CEO Frazier could mention a June deal with biotechnology company Ambrx Inc. to develop drugs using its delivery technology.

WHY IT MATTERS: On Aug. 3, Singulair's patent expires. Multiple generic versions of the asthma and allergy remedy will hit drugstores right away, and that will quickly reduce Singulair sales. Last year Singulair was the 11th-best-selling drug in the world with $5.5 billion in sales, more than 10 percent of Merck's $48 billion in total revenue.

Merck, based in Whitehouse Station, N.J., is hoping to overcome that financial hit with a combination of ongoing jobs and cost cuts, expanding sales in other countries, growing its animal health and consumer healthcare businesses and launches of new products as they get approved over the next couple years.

WHAT'S EXPECTED: Analysts polled by FactSet, on average, expect earnings per share of $1.01 and sales of $12.15 billion.

LAST YEAR'S QUARTER: Merck reported profit of $2.02 billion, or 65 cents per share, on revenue of $12.15 billion.

US says human rights deteriorating in China

WASHINGTON (AP) ? The United States said Wednesday the human rights situation in China is deteriorating and it is time for its authoritarian government to allow dissent.

Assistant Secretary of State Michael Posner was speaking after an annual U.S.-China human rights dialogue that ended in Washington on Tuesday.

The closed-door dialogue is a chance to broach Beijing's treatment of democracy activists and religious and ethnic minorities, a perennial sore point in relations with Washington.

But the U.S. has limited leverage with China, which it relies on as its main foreign creditor, and seeks to work with on a gamut of international issues. Also Wednesday, President Barack Obama's top national security advisor completed talks with Chinese leaders in Beijing on North Korea, Iran, the civil strife in Syria and rebalancing the global economy.

Posner, whose portfolio covers democracy, human rights and labor issues, said there is growing frustration among many Chinese people that they don't have the ability to express their differences with the government.

"Our message to the Chinese government is you've made progress on the economic front, this is the moment to open up the space to allow people to dissent, to question government actions and to do so without fear of retribution," he told reporters.

Posner said the U.S. raised with the Chinese dozens of individual cases of those persecuted that included lawyers, bloggers, nongovernment group activists, journalists and religious leaders.

He declined to characterize China's responses. He said the visiting delegation had questioned America's own human rights record, asking about discrimination and prison conditions.

The Chinese delegation was led by Ministry of Foreign Affairs Director General for International Organizations and Conferences Chen Xu. China's embassy in Washington did not respond to an email seeking comment on the dialogue.

Skeptics, including some in Congress, have questioned whether the formal talks that China holds with Western powers on human rights are useful or may be used to help it fend off critics without taking action.

"A human rights dialogue with the communist regime in Beijing matters for little until the rule of law is genuinely rooted in Chinese soil," said Republican Rep. Ileana Ros-Lehtinen, hawkish chair of the House Committee on Foreign Affairs.

Posner said that activists in China, including family members of detainees, want the U.S. to speak in public and private with Beijing, and pointed to growing attention rights issues draw among Chinese on the Internet and in blogs. He said the discussions are now "firmly embedded" in U.S.-China relations and was confident this would "have an effect over time."

The U.S. called for China to allow legal counsel to criminal defendants such as the Chen Kegui, the nephew of dissident lawyer Chen Guangcheng, whose escape from house arrest and subsequent refuge at the U.S. Embassy triggered a diplomatic crisis in May. Chen Kegui has been charged with attempted homicide for attacking local officials who burst into his father's house.

Unwed Pregnancy, Teen Pregnancy & Teen Parenting: The Solution

OK, the followup to the part of the article talking about the problem -- here's the part about the "solution" for teen/unwed pregnancy.

Attitudes toward unwed pregnancies and teen pregnancies have changed over time, as have the perceived solutions for the problem.? Social and public policy has always focused on prevention ? either prevention of pregnancy through abstinence or through access to birth control or prevention of childbirth through abortion.? But once a pregnancy occurred, and was likely to be brought to term because of the unavailability of abortion, solutions varied over time. During the Puritan era, the solution for an unwed pregnancy was typically marriage, thus avoiding single child-rearing for the most part. Again, during the late 18th century and early 19th century, a hastily-arranged marriage was the solution for premarital sex that resulted in a pregnancy.? With increased urbanization and industrialization and the increased mobility it brought, it became easier for fathers to avoid marriage, so new solutions needed to be found.
Adoption did not become a perceived solution to the problem of unwed or teen pregnancy until after World War II.? Prior to that point, social and public policy called for keeping unwed mothers and their children together.? ?Family preservation was the creed of early twentieth-century child welfare reformers.?? Separating mother and child was thought to be damaging to the child, harmful to the mother, and dangerous for the adoptive parents.? Adoption would deny the child the ?real mother love? it was entitled to, and would deny the birth mother an ?incentive for right living.?? Adoptive parents would be saddled with children genetically predisposed to bad behaviors ?which cause family heartache.?? There was little interest in adoption at this time because of strong beliefs in behavioral heredity ? the children of women who had sex out of wedlock were thought to have ?bad blood,? and consequently, ?blood will tell.?
Until the 1930s, unwed mothers were encouraged by social reformers, evangelical maternity homes, and social workers to keep their babies.? Several states joined in, enacting legislation designed to discourage the separation of mother and infant. One form these laws took was mandatory breast-feeding and bonding laws that required unwed mothers in maternity homes to remain with their children for a number of months before the children could be relinquished for adoption.? Even in states without such regulations, many maternity homes required expectant mothers to agree not to relinquish their children,? and to remain in the maternity home for at least six months following birth even if they intended to relinquish the child for adoption. In Minnesota, adoption placement by unwed mothers was allowed only ?if it seems necessary under all the circumstances.? Thus, the expectation before World War II was that teen and unwed mothers would parent their children.
There was a change in attitude toward adoption by social workers as they ?professionalized? in the 1930s and 40s.? While social reformers saw the child of the unmarried mother as ?a tool in the redemption of the mother,? social workers began to see their client as the child, separate from the interests of the mother. Increasingly, social workers saw the best interests of the child to be served by adoption. Social workers began to pressure unmarried mothers to surrender their children to adoption instead of parenting them:
When a Door of Hope resident expressed her desire to keep her baby, her social worker ?worked with her, trying to show her how important it would be that the child be given every possible consideration.? We tried to point out to her that possibly if the child was placed for adoption, it would get things that she could not possibly give to him.? Another unmarried mother recognized the influence social workers could exert, even when trying to remain neutral: ?It?s not what Mrs. K. says exactly, it?s just that her face lights up when I talk about adoption the way it doesn?t when I talk about keeping Beth.?
One scholar describes this time in American adoption history as a time of ?pressure, coercion, and inhumanity in procuring consents.? The underlying attitude of adoption professionals was that an unmarried woman and her child did not constitute a family, as evidenced by the following quote from an agency head:
An agency has a responsibility of pointing out to the unmarried mother the extreme difficulty, if not the impossibility, if she remains unmarried, of raising her child successfully in our culture without damage to the child and to herself . . . . The concept that the unmarried mother and her child constitute a family is to me unsupportable. There is no family in any real sense of the word.
In denying parent/child dyads the status of family, social workers privileged the normative family, and viewed these dyads as ??a blow at the solidarity of the family? itself.? Unmarried mothers were seen as unfit, and expected to relinquish.? One agency head decried the lack of ?skills and techniques? to obtain relinquishments among his social worker staff, and the ?fearfulness in being aggressive in securing a release, as I feel, for the best interests of the child, they should be in many instances.? Thus, the expected outcome of an unmarried pregnancy was placement for adoption, and social workers and agency professionals felt duty-bound to ensure that unmarried mothers relinquished their children for adoption.
As social workers changed their attitudes about unmarried mothers placing children for adoption, there was a concomitant growth in interest in adoption after the war. The American eugenics movement tapered away and the importance of parenting ? especially mothering ? emerged with the post-war baby boom. Infertile couples wanted in on the baby boom, and with less concern that behavior was biologically determined, adoption became an appealing option.? While maternity homes prior to the war worked to prepare unwed mothers for single parenting, after the war the homes anticipated that the girls would place their children for adoption by infertile couples. Thus, from the period following World War II until Roe v. Wade ushered in legalized abortion, the solution for minors? pregnancy was adoption. By placing a child for adoption, an unwed mother could redeem her transgression and contribute to her own rehabilitation.
With Roe v. Wade, abortion became an additional solution for unmarried women?s unintended pregnancies. Adoption placement continued, but there was a significant decline starting in the late 1970s.? Whether the availability of legal abortion caused that decline is a highly contested matter, since the legalization of abortion did not occur in a vacuum.? At the same time abortion became legal, stigma associated with unwed pregnancy and illegitimate birth started to decline as well:
Social scientists may eventually understand fully why attitudes toward sex and marriage changed so profoundly.? Whatever the mechanisms, in less than a decade a shameful condition was transformed into a personal choice.? The rise of the women?s movement, the sexual revolution, the greater availability of abortion (which made out-of-wedlock childbearing truly a choice), and the increasing fragility of marriage all no doubt contributed to the astonishing shift in the social meaning of illegitimacy.?
By the end of the Roe v. Wade decade, 90% of unmarried mothers were choosing to parent their children rather than place them for adoption.? By the late 1980, 97-99% of unmarried mothers were choosing to parent their children. Given the availability of abortion, ?choosing to continue a pregnancy means choosing to raise a child. Today, the decision to keep a child is one that tends to be made before the baby is born.?
??????????? With this changing landscape, fewer pregnant minors are relinquishing parental rights and consenting to adoption.? One scholar describes as most common the view of adoption expressed by this 16-year-old mother:
Sure I thought about it, but I never could do it.? I know a lot of people could do a better job than me of being a mother and they can?t get pregnant, but that?s not my fault.? I?m not going to go through nine months and then give someone else the benefit.
With the decrease in stigma associated with out-of-wedlock birth, minor mothers feel less pressure to relinquish parental rights.? Placing a child for adoption appears to them to be privileging material gain over the familial love that a poor and young mother might feel is the only thing she can supply. This reluctance to place a child for adoption can been seen in a positive light: ?These young mothers express a commitment to moral values over material advancement, a passionate attachment to children, and a willingness to try to sustain a family (albeit a nontraditional one) whatever the social and financial cost.?
??????????? While the increase in adoption placement after World War II coincided with the increase in adoption among parents, the opposite has occurred in recent time.? With delayed childbearing and increased infertility, the demand for adoption has increased at the same time the supply has decreased.? In this environment, some adoption professionals are returning to the potentially coercive ?skills and techniques? of the past to encourage teen mothers to relinquish their infants. The National Council for Adoption, spearheaded legislation to create and fund the Infant Adoption Awareness Program, which offers free training to those who might come into contact with pregnant teens at health clinics, to encourage adoption.? The NCFA also offers the training to school nurses and counselors, abstinence program personnel, crisis pregnancy center counselors to encourage girls to consider adoption placement. Although the law requires counseling to be nondirective, there is considerable evidence in the training materials that the counselor is expected to direct the girl toward adoption.
One method suggested in the training materials is that a girl resistant to adoption is self-deceived and selfish, is behaving ?inhumanely.? Consider this statement from the training materials:

Of course, if others are living inhumanely, they will not benefit from what we offer until they change their hearts?until they give up their self-deceptions. At the least, our humane obligation is to be relentless in showing those seeking help how to create and maintain a humane way of being in the midst of their seemingly overwhelming circumstance.

So before answering these kinds of questions, we must also be living in the principles and assumptions that guide our adoption philosophy. For example, this curriculum invites adoption counselors, unmarried young women who are pregnant or have borne a child out of wedlock, biological fathers not married to the woman, parents of the young woman, and potential adoptive parents to consider the best interests of the infant as paramount. This principle stands in contrast to granting every person connected to the infant equal claim on the child. We are pursuing adoption as a process that provides parents for a child who needs them. It is meeting that need in the best possible way for the child that invites us to take the adoption option seriously.
So the nondirective adoption counseling should start from the proposition that the birth mother must ?change her heart,? and recognize that she has no better claim to the child than any other person ? any other attitude is self-deceptive and self-centered. This is a shocking statement, given the way we ordinarily frame parenthood and parental rights. Indeed, if the decision of who was the rightful parent of the child rested solely on ?best interests of the child,? any number of biological parents would lose their children to wealthier, more stable parents!
What does the training material suggest to put these ideas in practice?? Recall the statement illustrative of why so many teens are resistant to adoption:
Sure I thought about it, but I never could do it.? I know a lot of people could do a better job than me of being a mother and they can?t get pregnant, but that?s not my fault.? I?m not going to go through nine months and then give someone else the benefit.
The training materials suggest that the counselor respond as follows:
This statement can be declared from a self-centered or other-centered perspective. A variety of starting points are possible here, and must fit the counselor?s own sense of how to discuss realistic possibilities. . . .
Counselor: ?It sounds as if that is a statement where you are acknowledging the value of this baby? that the child means something to you. Is that right??
If the young woman acknowledges her meaning is that she would have become attached to the child, you could ask, ?When you first made the decision to carry the child, do you sense you did it for the child or for you?? [This is, of course a question that can be answered in four ways: I did it for the child; I did it for me; I did it for both; I don?t know (or none of the above).]
A humane decision will always include being for the other, and being for the other in a humane way will always reveal that you are simultaneously ?for? yourself.

And in a section entitled, ?What do I say if my client says. . .,? counselors are told to answer the statement, ?I could never give my baby away,? by encouraging adoption: ?Adoption can be a courageous and unselfish decision because you are putting the child above yourself.? A video of a birth mother discussing her decision to relinquish illustrates that the technique is employed.? She describes that she told her counselor emphatically that she was not at all interested in adoption placement.? But it seems her ?nondirective? counselor pressed the idea, because she found herself working through an ?adoption workbook.? It is hard to square this with ?nondirective? counseling touted by the training materials.

It is against this backdrop of history, social practice, and ideology about teen pregnancy, unwed pregnancy, teen parenting and attitudes toward adoption that a pregnant minor is asked to make a decision about adoption placement.? Thus, it is instructive to consider how minors? decision-making differs from the decision-making of adults, how the law has traditionally viewed the decisions of minors, and how the law treats the decisions of minors in abortion and adoption.
