Many businesses have a privacy policy of some kind or another. These policies are very important, because they explain to customers or employees how their personal information will be disclosed and to what parties are disclosed.

Any person who runs a business, whether online or offline needs to have a privacy policy written in a formal manner that discloses to customers and employees will have and will not have their personal information disclosed.

A Brief History of the Privacy Policy

The history of privacy policies is quite interesting when you see how they actually came about. Privacy policy statements began in the United States and the EU as technology began to become sophisticated enough that information could be transmitted within minutes.

The first idea of a privacy policy of some sort was actually conceived by the Council of Europe in 1968. Though at the time, computer technology was in its infancy, members of the European Council realized that as computer technology would advance in the coming decades, personal information could be at risk. At the time, the internet already existed, but not for the general population, as it does now. The internet was actually pioneered and used by the US and Allied militaries for top-secret communications in the late 1960s, furthermore, Europe had a form of the internet already functioning for the general civilian population in the 1980s. The French developed a basic form of the internet which was accessed by connecting a small computer with monitor to the standard house phone. This system was known as the Minitelle. The French Minitelle operated in a similar fashion as the internet of today does. Though the graphics and fancy websites were not supported on the small monochrome screen of the Minitelle, people could access all kinds of different information, some of which was very personal.

If you had a Minitelle connected to your phone in France in the 1980s, you could access such information, such as people?s criminal records, financial records, and more. You could even discover your or someone else?s ancestry on the Minitelle. This type of technology was exactly what many members of the European Council were worried about in 1968 and 1969, just a mere 15 years before the Minitelle was introduced to the many households in France.

Protection of personal information was actually enacted into law by some of the European countries in early 1970s. The first European country to enact a law requiring businesses to have a privacy policy was Sweden, which enacted a privacy protection law in 1973. This was then followed by Germany with its own privacy protection law in 1977. France followed suit as the Minitelle was being developed for civilian use in 1978, just a mere four years before the first Minitelle was purchased and installed in an average French household.

America too was working on protecting personal information at that time and by 1974 the Privacy Act was enacted a year after the US Department of Health and Human Services developed a code of rules and regulations which called for fair use of information.

The Fair Information Practice was a code of regulations that the Federal Trade Commission enacted to protect sensitive personal information. Under this law, any entity who collects personal information for whatever reason must disclose to the consumer why they are collecting their information. Furthermore, the Fair Information Practice also allows consumers to have a choice whether they want to give out their personal information or not.

The Importance of a Privacy Policy

In today?s age is paramount as it is grounded in our daily lives. You will find a privacy policy anywhere you go these days. When you go to the doctor?s office, for example, you have to sign a privacy policy. The policy at the doctor?s office will let you know what sensitive health information your doctor might share with other parties, such as other physicians, nurses, lab technicians, etc.

The retail industry also has privacy policies, whether you are applying for a credit card, making a purchase with a credit card, or purchasing a big ticket item, you will have to sign a privacy policy. Likewise, when applying for employment in the retail industry, you will have to sign a privacy policy for your employer, as he might disclose some of your personal information for various reasons, such as running a criminal background check, checking your credit, etc.

How Are Different Privacy Policies Formatted?

  • The doctor?s office will have you sign a privacy policy that will have you consent to having some sensitive information disclosed about your health. There are several reasons why physicians might disclose your health information to different entities. Your health insurance might want to know about your health and whatever medical conditions you might have to adjust the deductible or other payments you might have to make with your policy. If you have a serious health issue, your doctor might want to refer you to a specialist and therefore, he will have to send your health information to that specialist, so he knows how best to treat your condition.
  • Credit card companies and other lenders will often have you sign a privacy policy for you to consent your personal financial information to be sent to the three credit reporting agencies. The reason is because creditors and credit card companies often use information from the three credit reporting agencies to obtain your credit score, credit history, and other information about your income and debts you have. Lenders often use this information about you to determine the interest rates you will have to pay for the loan or whether to give you the loan at all.

  • The John Kerry and John McCain Privacy Bill of Rights is another set of laws that practically require you to have a privacy policy and regulates how personal information can be collected. Though this may not yet be on the books, it soon will be. Some of the clauses in the John Kerry and John McCain Privacy Bill of Rights include protection for the consumer and ensures that consumers and online shoppers will be able to share their personal and sensitive information needed for making purchases in a safe and respectful environment. Some of the clauses of the bill include how information is to be collected and stored. The bill also indicates that merchants must also disclose what personal information is collected for.

In Israel, some rebel against circumcision

JERUSALEM (Reuters) - Circumcision is one of Judaism's most important laws and for generations of faithful it has symbolized a Biblical covenant with God.

But in Israel, more and more Jewish parents are saying no to the blade.

"It's such a taboo in Israel and in Judaism," said Gali, nursing her six-week-old son, about the decision not to have him circumcised.

"It's like coming out of the closet," she said, asking to be identified by her first name only because she had not told her relatives yet.

Nearly all baby boys in Israel are circumcised. Be their parents ultra-Orthodox or totally secular Jews, it is by far the most common choice. Most Israeli-Arabs also keep with a practice that is widespread in the Muslim world.

Jewish circumcisions are done when the baby is eight days old. The majority are performed by a mohel, a religious man trained in the procedure carried out in a festive religious ceremony called a "brit", Hebrew for covenant.

But an increasing minority fear it is a form of physical abuse.

"It's the same as if someone would tell me 'it's our culture to cut off a finger when he is born'," said Rakefet Kaufman, who also did not have her son circumcised.

"People should see it as abuse because it is done to a baby without asking him," she said.

When Gali learnt she was carrying a baby boy it was obvious to her that he would be circumcised. But she started to think again after a conversation with a friend whose son was uncircumcised.

"She asked me what my reason was for doing it, was it religious? I said no. Was it for health reasons? No. Social? No. Then it began to sink in. I began to read more about it, enter Internet forums, I began to realize that I cannot do it."

PHENOMENON GROWING

"The phenomenon is growing, I have no doubt," said Ronit Tamir, who founded a support group for families who have chosen not to circumcise their sons.

"When we started the group 12 years ago we had to work hard to find 40 families ... They were keeping it secret and we had to promise them we'd keep it secret," she said. "Then, we'd get one or two phone calls a month. Nowadays I get dozens of emails and phone calls a month, hundreds a year."

Tamir believes Jews in today's Israel find it easier to break religious taboos.

"People are asking themselves what it means to be Jewish these days," she said, and that leads some to question rules of all kinds, including circumcision.

In societies around the world who circumcise boys for non-religious reasons, out of habit or tradition or because of the perceived health benefits, the practice can be controversial.

Rates of circumcision in Europe are well under 20 percent, while in the United States, according to 2010 statistics cited by the Center for Disease Control (CDC), more than half of newborn boys continue to be circumcised.

The American Academy of Paediatrics said in August that the health benefits of infant circumcision - potentially avoiding infection, cancer and sexually-transmitted diseases - outweighed the risks, but said parents should make the final call.

But where the decision is ultimately a matter of personal choice for many families around the world, for Jews who question the tradition, it is more complicated.

"It is the covenant between us and God - a sign that one cannot deny and that Jews have kept even in times of persecution," said one well-known mohel who has been performing circumcisions in Israel for more than 30 years. He asked not to be named to avoid being connected to any controversy.

He pointed to the Book of Genesis, where God said to Abraham: "And you shall circumcise the flesh of your foreskins; and it shall be a sign of the covenant between me and you."

It is this covenant that, the mohel said, that "keeps the people of Israel together".

The Bible goes on: "And the uncircumcised male child whose flesh of his foreskin is not circumcised, that soul shall be cut off from his people; he has broken my covenant."

Scholars have differed over the years what this means in practice.

BEING DIFFERENT

Tamir is unswayed by the ancient verses.

"This edict is painful, irreversible and maims," she said. The Internet was helping to spread the word, she said, allowing parents to find information about circumcision and seek advice anonymously.

Some Jewish groups in the United States which oppose circumcision offer alternative religious brit ceremonies that do not include an actual circumcision.

"There is definitely a growing number of Jewish families in the U.S. who are choosing not to circumcise," said Florida-based Rebecca Wald. In 2010 she started a website to connect parents who are unsure about what to do.

"Since then, in phone calls, emails, and on social networking sites I have connected with hundreds of Jewish people in the U.S. who question circumcision." she said in an email interview. "Many of them have intact (uncircumcised) sons or plan to leave future sons intact."

Wald's son was not circumcised.

"I have a very strong sense of Jewish identity and, believe it or not, having an intact son has only deepened it," she said.

In Israel, where the vast majority are circumcised, the dilemma may be particularly difficult.

Although she is confident of the choice she and her husband made, Gali still has one concern.

"The main issue which still troubles me a little is the social one, that one day he may come to me and say 'Mom, why did you do that to me? They made fun of me today'," Gali said.

The Health Ministry does not keep records on circumcisions but estimates about 60,000 to 70,000 are held in Israel every year, which roughly corresponds to the number of boys born in 2010, according to the Central Bureau of Statistics.

The ministry said it treats about 70 cases a year of circumcisions gone wrong, mainly minor complications such as excessive bleeding.

Kaufman said "people were shocked" to learn that her son is not circumcised.

"In Israel everybody does it, like a herd," she said. "They don't stop and ask themselves about this specific procedure which has to do with damaging a baby."

Watching her son rummage through a stack of toys, Kaufman said: "The way he was born is the way his body should be."

China considers easing family planning rules

BEIJING (Reuters) - China is mulling changes to its one-child policy, a former family planning official said, with government advisory bodies drafting proposals in the face of a rapidly ageing society in the world's most populous nation.

Proposed changes would allow for urban couples to have a second child, even if one of the parents is themselves not an only child, the China Daily cited Zhang Weiqing, the former head of the National Population and Family Planning Commission, as saying on Wednesday.

Under current rules, urban couples are permitted a second child if both parents do not have siblings. Looser restrictions on rural couples means many have more than one child.

Population scholars have cited mounting demographic challenges in their calls for reform of the strict policy, introduced in 1979 to limit births in China, which now has 1.34 billion people.

Zhang said the commission and other population research institutes have submitted policy recommendations to the government.

Zhang, who now serves on China's congressional advisory body, said any changes if adopted would be gradual.

"China's population policy has always taken into account demographic changes but any fine-tuning to the policy should be gradual and consider the situation in different areas," China Daily cited Zhang as saying.

The relaxed policy might be implemented first in "economically productive regions" and places that have followed closely existing regulations, the paper said.

Demographers warn that the one-child policy has led to a rapidly greying population that could hamper China's future economic competitiveness. Critics say it also has fuelled forced abortions and increased social tensions stemming from an imbalance in the number of boys and girls born.

Though forced abortions are illegal in China, officials have long been known to compel women to have the procedures to meet birth-rate targets.

Earlier this year, debate over the country's strict family planning rules erupted after a woman in the northwestern province of Shaanxi was forced by officials to abort her seven-month pregnancy.

ANN ARBOR, Mich. About 70 percent of women who have both breasts removed following a breast cancer diagnosis do so despite a very low risk of facing cancer in the healthy breast, new research from the University of Michigan Comprehensive Cancer Center finds.

Recent studies have shown an increase in women with breast cancer choosing this more aggressive surgery, called contralateral prophylactic mastectomy, which raises the question of potential overtreatment among these patients.

The study found that 90 percent of women who had surgery to remove both breasts reported being very worried about the cancer recurring. But, a diagnosis of breast cancer in one breast does not increase the likelihood of breast cancer recurring in the other breast for most women.

"Women appear to be using worry over cancer recurrence to choose contralateral prophylactic mastectomy. This does not make sense, because having a non-affected breast removed will not reduce the risk of recurrence in the affected breast," says Sarah Hawley, Ph.D., associate professor of internal medicine at the U-M Medical School.

Hawley will present the findings Nov. 30 at the American Society of Clinical Oncology's Quality Care Symposium.

The study authors looked at 1,446 women who had been treated for breast cancer and who had not had a recurrence. They found that 7 percent of women had surgery to remove both breasts. Among women who had a mastectomy, nearly 1 in 5 had a double mastectomy.

In addition to asking about the type of treatment, researchers asked about clinical indications for double mastectomy, including the patients' family history of breast and ovarian cancer and the results of any genetic testing.

Women with a family history of two or more immediate family members (mother, sister, daughter) with breast or ovarian cancer or with a positive genetic test for mutations in the BRCA1 or BRCA2 genes may be advised to consider having both breasts removed, because they are at high risk of a new cancer developing in the other breast. But women without these indications are very unlikely to develop a second cancer in the healthy breast.

"For women who do not have a strong family history or a genetic finding, we would argue it's probably not appropriate to get the unaffected breast removed," says Hawley, who is also a research investigator at the Ann Arbor VA Center of Excellence in Clinical Care Management Research and a member of the U-M Institute for Healthcare Policy and Innovation.

A double mastectomy is a bigger operation that is associated with more complications and a more difficult recovery. Women might still need to undergo chemotherapy or radiation therapy after their surgery treatments that are known to reduce the risk of cancer recurring which could delay their recovery further.

The study suggests that concern about recurrence is one of the biggest factors driving the decision to have this surgery. Hawley says it's important to educate women better that a contralateral mastectomy will not reduce the risk of recurrence. She and her colleagues have recently received a large grant from the National Cancer Institute that will in part allow them to develop a decision tool to help guide women through breast cancer treatment choices.

"I believe surgeons are telling their patients that a contralateral mastectomy won't reduce their risk of recurrence and that it is associated with higher morbidity. But this procedure is still done and it's done in women who don't need to have it done. A decision tool like ours will solicit common misconceptions about breast cancer treatment and give women feedback to help them fully understand the options and risks involved," says Hawley.

Rolling Stones storm London; New York next

LONDON (AP) ? The verdict is in: The Rolling Stones are back. They may look old, but they still sound young.

That was the consensus Monday as Britain's rock critics responded to the Stones 50th anniversary bash Sunday night, the first of five shows to commemorate their half century of rhythm and blues-tinged rock. It was the band's first London performance in five years, and their own advancing years had led some to be skeptical that they could still perform at the highest level.

They were led by the seemingly ageless Mick Jagger, whose strutting style has not been dimmed, and backed by brilliant guitarists Keith Richards and Ronnie Wood and the energetic drumming of Charlie Watts, who is now past 70 but shows no sign of slowing down. There was a stunning guest appearance by former Stone Mick Taylor, who stole the show during a searing performance of "Midnight Rambler" and a brief visit from former bassist Bill Wyman.

The Daily Mail's Jan Moir said the Stones had somehow beaten the aging process: "You might imagine that they had been worn down by life, by wives, by arthritis, by scandals old and new, by drugs, but no ? they seemed indestructible." She said their swampy, gritty sound remains unique after half a century.

Daily Telegraph reviewer Neil McCormick said the band exceeded all expectations. He described the weaving of the guitarists,?mixed with Jagger's blues harmonica, as a wonder.

"When looking for the secret of the Stones, it is perhaps that they actually listen to each other while they play, and almost lose themselves in it, while their brilliant frontman keeps it all together," he wrote.

Ebullient fans agreed with this assessment, as did the Guardian newspaper, which gave the performance four out of five stars.

Jagger, in skin-tight black pants, a sparkly tie and a matching checked jacket and hat, took time out from singing to thank the crowd for its loyalty.

"It's amazing that we're still doing this, and it's amazing that you're still buying our records and coming to our shows," he said. "Thank you, thank you, thank you."

Lead guitarist Keith Richards, whose survival has surprised many who thought he would succumb to drugs and drink, was blunter: "We made it," he said. "I'm happy to see you. I'm happy to see anybody."

But the band's fiery music was no joke, fuelled by strong guest appearances by Taylor, and Mary J. Blige, who shook the house in a duet with Jagger on "Gimme Shelter," and Jeff Beck.

The 50th anniversary show, which will be followed by one more in London, then three in the greater New York area, lacked some of the band's customary bravado ? the "world's greatest rock 'n' roll band" intro was shelved ? and there were some rare nostalgic touches.

The concert began with some early Stones' numbers rarely heard in concert, including the band's cover of the Lennon-McCartney rocker "I Wanna Be Your Man" and a cover of "It's All Over Now," written by Bobby Womack and Shirley Womack.

They didn't shy away from their darker numbers, including "Paint It Black" and "Sympathy for the Devil" ? Jagger started that one wearing a slightly silly black, purple-lined faux fur cape that conjured up his late '60s satanic image.

He even cracked a joke about one of the band's low points, telling the audience it was in for a treat: "We're going to play the entire "Their Satanic Majesty's Request" album now," he said, referring to one of the band's least-loved efforts, a psychedelic travesty that has been largely, mercifully, forgotten.

He didn't make good on his threat.

Jagger seemed more mellow than usual, chatting a bit about the good old days and asking if there was anyone in the crowd who had seen them in 1962, when they first took to the stage.

He said 2012 had been a terrific year for Britain and that the Stones nearly missed the boat, playing no role in the celebration of the Queen's Diamond Jubilee, the London Olympics, or the new James Bond film.

"We just got in under the wire," he said. "We feel pretty good."

Ubisoft CEO Yves Guillemot explained that he isn?t a huge fan of long gaps between new gaming consoles, according to Kotaku.

Although most people aren?t interested in spending a lot of money every few years for a brand new video game console, Guillemot explained that the gap is essentially bad for business. In fact, the Ubisoft CEO feels the longevity of the current generation may have ultimately harmed the industry.

?I think that what has happened is the transition has been very long,? Guillemot explained to Polygon. ?You know, in the industry, we were used to changing machines every five years. This time we are in the seventh year of the 360. We need new consoles and at the end of the cycle generally the market goes down because there are less new IPs, new properties, so that damaged the industry a little bit.?

He added, ?I hope next time they will come more often.?

Guillemot explained new consoles force game developers to try new things. Since a new console hasn?t come along in quite some time, the Ubisoft CEO feels that some designers are resting on their laurels by releasing sequel after sequel.

?When a console is out for a long time ? you don?t take as much risks on totally new IPs because even if they are good, they don?t sell as well,? he explained.

According to the Examiner, video game industry sales are down 25 percent. Since software developers aren?t willing to take a chance on new titles, many gamers are experiencing a problem generally associated with the motion picture business: sequelitis. Most of the top selling games released this holiday season are just new installments in previously-established franchises.

?Everybody who is taking risks and innovating is welcome because there are lots of hardcore gamers and those guys want new things, where the mass market will be more interested in having the same experience and doesn?t want to take as much risks because it?s not aware as much of what is going to change its experience. So, the beginning of the machines is always a good time for innovation,? Guillemot explained.

Ivory Coast's Foxtrot to invest nearly $1 bln to up gas output

GRAND BASSAM, Ivory Coast (Reuters) - Ivory Coast-based Foxtrot International, along with partners Gaz de France and state oil company Petroci, plans to invest around 500 billion CFA francs over five years to boost offshore gas production, Foxtrot's managing director said.

The West African nation, the world's top cocoa producer, is pushing for heavy investment in power production as part of a plan to spur economic development after a decade-long political crisis that ended in a brief war last year.

Foxtrot, which is partly owned by the French group Bouygues, operates on Ivory Coast's CI-27 bloc and currently has daily production capacity of between 110 and 120 million cubic feet of natural gas, more than half the national output.

"This capacity should increase to 140 million cubic feet from July, 1 2013 with a maximum of 154 million cubic feet per day that could be asked of us," Foxtrot's managing director Christian Sage told Reuters.

Ivory Coast aims to boost electricity output by around 80 percent over the next six years to satisfy growing domestic and regional power demand, the oil and energy minister said earlier this month.

It currently exports electricity to Ghana, Burkina Faso, Benin, Togo and Mali and has plans to connect Liberia, Guinea and Sierra Leone to its grid as well.

"This is a series of investments that will guarantee the supply to the Vridi, Azito, Ciprel and other thermal power plants that could be built," Sage said.

Foxtrot currently operates six gas wells, and investments will go towards drilling seven new wells by the end of 2014. The company will also construct a new gas platform in its Marlin gas field, which is expected to go on-line in 2015.

The Marlin field will also produce around 7,000 barrels of crude oil per day.
